Kim Thompson lives in New Jersey. She owed around $91,000 USD worth of student loan debt. In 2010, she was diagnosed with tumor. She took permanent leave from job and a disability pension due to her lengthy treatment. Because of her disability, she was able to get her student loan debt forgiveness. Her problems should have ended there. But it seem that her nightmare just started. Why?
The Federal Agency that issued the student loan to her reported the debt forgiveness to IRS as per current regulations. In eyes of IRS, Most student loan forgiven are an Income. It is called Cancellation of Debt Income or CODI for short. According to current laws, such debt forgiveness is a taxable income. All Lenders must submit a form called 1099-C Form when they cancel a debt of $600 or more. A 1099-C form was submitted for $91,000 forgiven to Kim Thompson due to her permanent and total disability.
Now Kim Thompson owes $26000 to IRS and an additional $5000 to New Jersey State. Tax break on CODI is given to certain professions or careers such as medical, teaching and law enforcement etc. Strangely tax break on CODI is not given to student loan debt forgiveness due to disability. they deserve it more than anybody else.
According to Finaid.org
Public service loan forgiveness, teacher loan forgiveness, law school loan repayment assistance programs and the National Health Service Corps Loan Repayment Program are not taxable. Loan discharges for closed schools, false certification, unpaid refunds, and death and disability are considered taxable income.

It is difficult and frustrating to build a credit history in US if you are an immigrant. The three CRAs namely: Equifax, Experian and TransUnion, are the major credit reporting agencies in US. They aren’t Government Organizations and they do not share information with each other, which means that they are in competition with each other.

If you do have a credit history in your home country, you won’t be able to transfer that to the CRAs in US, because they won’t accept information from other overseas countries due to some legal/privacy issues. So, this means you’ll have to start from the very beginning.
Here are some tips which will make this process easier:
1. Obtain a Social Security Number
First of all, you’ll need a Social Security Number for establishing a credit in US. In the past, International Taxpayer Identification Number (ITIN) would have been useful, but they are no longer compatible with CRAs system. An address in United States will also be required to fill in the credit applications.
CRAs can definitely create an account without Social Security Number by matching your other identifying information but you’ll have to bear its consequences afterwords.
A SSN is important, as most of the lenders will require the number in order to check your credit report when you apply. It might be possible that you get credit without the number, but the reference of that credit won’t show up in your credit report.
2. Getting the Credit
Credit reports in US contain all of the negative and positive information of how you’ve handled the credit. Officially the history starts building when you get a credit from the lender, who reports to your account and provide payment reports to one or all of the CRAs.

When a person applies for loan in bank his credit record/report is kept by the bank and is forwarded to the credit bureau. This record is reviewed when he applies again for future loan. Depending on the history, credit score of that person is made. If he has bad credit history then he faces problem in getting the loan. Bad credit score occurs when the loan is not paid back with in provided time or not paid back entirely.

When a person continuously misses the payments then he is considered as bad creditor. Such person when applies for credit then the lender can refuse to grant him loan. So keeping good credit is beneficial for getting future loan. But even bad creditors can get their loan approved, let’s see how:
From a Pawn Broker
It can be a person, a shop or a business. A pawn broker lend loan against collateral. It can be any valuable thing like gold, property etc. Half of the amount of that collateral can be borrowed as loan with some percentage of interest decided by the lender. Normally that percentage is higher then APR (annual Percentage Rate) because of bad credit score.
