CUSIP is properly known as the Committee on Uniform Security Identification Procedures, the standards for the alphanumeric security identification number that appears on all securities that are issued in North America are set up by CUSIP. 
These numbers are referred to as the CUSIP number, the series contains a nine-character combination of numbers and letters that is used for facilitating the process of clearing a trade, as well as settling trades.
American Bankers Association owns the process of creating CUSIP numbers
The process of creation and formation of CUSIP numbers is owned by the American Bankers Association. The administration of CUSIP numbers is handled by Standard & Poor’s.
